Rocky River, Ohio, is considering making changes to its ordinances governing car washes and drive-throughs. At its upcoming meeting on Oct. 9, the Rocky River City Council will have a second reading of amendments that would affect these businesses.
Under the proposed changes, car washes would transition from being permitted to conditional use in general business zoning districts. Councilmember Jeanne Gallagher explained that the Rocky River Planning Commission recognized the need for these amendments and is in the process of establishing guidelines for the conditional use.
Additionally, the amendments would increase the required queuing spaces for car washes. This change aims to improve traffic flow and reduce congestion in the area.
The proposed amendments also extend to other types of businesses. Automated teller machines (ATMs) and drive-thrus in general business districts would become conditional uses. While requirements for these uses already exist, the amendments would formalize them further. Furthermore, all other drive-thru services, including those for food and drink establishments, would also be considered conditional uses.
The Planning Commission's proposed changes also take into account some flexibility. Testimony before the commissioners prompted the consideration of allowing some leeway in the queuing requirements for food and drink establishments.
The Rocky River City Council will deliberate on these proposed amendments at its Oct. 9 meeting. If approved, the changes will have a significant impact on car washes, drive-throughs, and other businesses in the area.
